Managing A Blended Workforce Payroll And Leave Rules For Staff And Platform Workers

An employee requests a holiday. A platform rider switches off the app. Their plans may look similar, but do the same payment rules apply?

That question becomes important when a Singapore business relies on employees, freelancers and platform workers to keep operations running. Each arrangement brings different responsibilities, from calculating contributions to deciding whether an absence qualifies for paid leave.

A payroll system helps manage those details, but the right setup starts with knowing who works for you, under what terms and which rules apply. Here is how to turn those distinctions into practical decisions.

Before The Next Pay Cycle: 8 Rules For Managing A Mixed Workforce

  • Classify the relationship before setting up an account

The gig worker vs employee distinction in Singapore depends on the actual arrangement, not simply a job title or invoice. Someone hired under a contract of service is an employee; an independent contractor operates under a contract for service.

Review who directs duties, sets schedules and controls how assignments are completed. A “freelance” label cannot settle those questions. Keep the assessment alongside the agreement, and revisit it when responsibilities change. This prevents the same person remaining in an unsuitable payment category after moving into a regular, supervised position.

  • Check whether the platform framework actually applies

The platform workers act in Singapore covers qualifying ride-hail and delivery arrangements involving an operator’s management control. It does not automatically cover designers, consultants or every person finding assignments online.
Also distinguish your organisation’s role. A restaurant ordering delivery through an external provider does not become the rider’s platform operator merely by using that service. Map who employs, engages or supplies each individual. Where an app business hires someone under a contract of service, employment rules apply to that relationship instead.

In its 9 September 2026 response, MOM highlighted illegal account rental by foreign workers. For outsourced delivery, check the supplying company and who actually performs each assignment; an account name alone is insufficient verification.

  • Give employee salaries a separate payment timetable

For personnel covered by the Employment Act, salary must generally be paid at least monthly, within seven days after the salary period ends. Overtime payment is due within fourteen days.

Build approval deadlines backwards from these requirements. For example, a delayed manager sign-off should trigger escalation before the payment deadline passes. Your payroll system should distinguish basic wages, allowances, overtime and authorised deductions. Keep contractor invoice approvals on their agreed timetable so a supplier’s billing process does not delay employee salaries.

  • Apply the correct contribution basis to platform earnings

CPF for platform workers requires a different calculation from ordinary employee wages. Operators use monthly net earnings after the prescribed Fixed Expense Deduction Amount, rather than simply applying a percentage to gross receipts.

Contribution rates depend on age, earnings tier and opt-in status. Increased savings are mandatory for those born on or after 1 January 1995; older participants can opt in. Use the applicable 2026 tables and confirm the relevant status through CPF Board’s monthly query. Do not copy a salaried colleague’s contribution settings into a delivery account.

  • Keep independent freelance obligations distinct

CPF for freelancers in Singapore generally centres on mandatory MediSave contributions for Singapore citizens and permanent residents whose annual net trade income exceeds S$6,000. A genuine client-contractor relationship does not ordinarily require employer CPF contributions.

Multiple income sources need particular care. Having a salaried job does not remove separate self-employment obligations. CPF Board excludes declared platform net earnings from the freelance income used for this MediSave calculation. Record which income belongs to which arrangement, rather than describing every non-salary payment as one combined gig income total.

  • Set employee holiday and sickness balances by eligibility

Eligible employees gain paid annual leave after three months’ service. The statutory minimum starts at seven days during the first year and reaches fourteen from the eighth year. More generous contractual benefits still apply.

Paid sickness entitlement follows separate conditions. After six months, eligible personnel receive up to fourteen outpatient days and sixty hospitalisation days, with the former included within the latter. Reduced entitlements apply between three and six months. Configure these balances separately; otherwise, an administrator could mistakenly add both full sickness allowances together.

  • Separate ordinary time off from injury compensation

Qualifying platform participants do not gain Employment Act annual or sick leave merely through platform status. Any additional paid breaks depend on applicable arrangements.
However, covered work injuries follow a different route. Operators must provide work injury compensation insurance, with benefits including income loss compensation and medical expenses. An injury-related absence should therefore prompt an incident review and claims process, rather than simply being marked as unpaid unavailability. Capture when the accident occurred and which task was underway, because coverage depends on the circumstances.

  • Make earnings records explain every adjustment

Platform earnings slips must identify their purpose and show the payment period, additional payments, deductions and net amount. Operators also need the required supporting records.

CPF Board’s guidance, updated on 16 September 2026, explains how to correct contribution errors. Refund and adjustment applications generally have a one-year deadline from payment. Where a refund includes the individual’s share, the operator must return that amount to them. Assign a named owner to resolve discrepancies and retain evidence of the correction.

FAQs

Does hiring someone through an app make them a platform worker?

No. Singapore’s platform-worker framework covers qualifying ride-hail and delivery arrangements under an operator’s management control. Freelancers offering other services online do not automatically fall within this category.

Are platform workers entitled to paid annual and sick leave?

Platform status alone does not provide Employment Act annual or sick leave entitlements. Any additional paid time off depends on the applicable agreement, while covered work injuries follow a separate compensation process.

How do platform CPF calculations differ from employee contributions?

Platform contributions use monthly net earnings after the prescribed Fixed Expense Deduction Amount. The applicable rates depend on age, earnings tier and whether increased contributions are mandatory or have been opted into.

Must a business make employer CPF contributions for freelancers?

Generally, no, where the arrangement is genuinely an independent client-contractor relationship. However, calling someone a freelancer does not remove employer obligations if the actual relationship is employment.

Can one payroll system support a blended workforce?

It can help, provided its features support the relevant payment categories and calculations. Check that employee salaries, contractor payments and any platform obligations can be handled correctly, with separate eligibility settings, approval processes and records.
